OCD-7: ‘Only OCD can hold incident command system trainings’

CEBU CITY, CEBU (PIA) — Only the Office of the Civil Defense (OCD) can conduct training on the Incident Command System (ICS).


This was emphasized by OCD-7 regional director Joel Erestain during the 13th episode of the Kapihan sa Bagong Pilipinas on Aug. 20 in Cebu City. 


As the executive arm of the National Disaster Risk Reduction and Management Council (NDRRMC), OCD conducts ICS trainings, which is a standardized approach to managing emergency responses and disasters.


“So kung mayro’ng mga iba na nagsasabi na nagte-train daw, hindi po sila accredited. Lalong lalo na nagkaroon tayo ng Civil Defense Training Institute, walang ibang pwedeng mag-train ng ICS, basic ICS, hanggang sa down the line,” said Erestain. 


(So if there are people who are saying that they were doing the training, they are not accredited. Especially since we have the Civil Defense Training Institute, there are no others who will do the training on ICS, basic ICS, until down the line.)


The training on ICS covers unified command structure, modular organization, integrated communications, resource management, among others.


Erestain said the training is not done for responders but the incident managers from the public and private sectors.


“Kasi yung Incident Command System, kung mapapansin niyo, OCD is not training responders kasi nasa local na yan. What we are training are managers, incident managers,” Erestain said.


(Because the Incident Command System, if you notice, OCD is not training responders because they’re the responsibility of the local governments. What we are training are managers, incident managers.)


As of 2023, a total of 4,108 individuals have completed the trainings conducted by OCD-7, with a total number of 130 local government units and stakeholders across the region.


“Wala po tayong hindi pinupuntahan (There is no place that we don't go to),” Erestain said as he assured of the continued efforts of the OCD to equip the region with the necessary training in terms of  Disaster Risk Reduction Management (DRRM).


In the same period, OCD-7 has conducted a total of 250 trainings on Basic Courses, Advanced Courses, and Executive Courses.


OCD-7 was one of the featured agencies during the 13th episode of the ‘Kapihan sa Bagong Pilipinas’ program, a platform initiated by the Presidential Communications Office (PCO) through the Philippine Information Agency (PIA).


The activity serves as a platform to amplify public understanding and engagement with the national government’s programs and projects through the different implementing government agencies.
