RDC-7 calls for online renewal of driver's license

CEBU CITY, Cebu, Sept. 30 (PIA) -- The Regional Development Council Central Visayas (RDC-7) has requested the Land Transportation Office (LTO) to fully implement the online renewal of Philippine driver's license and come up with parameters as to who are qualified for such service.

The RDC-7 made the request in a resolution endorsed during the third quarter full council meeting held virtually on Sept. 17, 2021.

The LTO is already implementing its partial automation in application and renewal through its Land Transportation Management System (LTMS) launched in May 2020, which allows applicants to secure appointments at their preferred LTO office, upload their requirements, and pay for license fees online in order to prevent long queues at the LTO licensing offices.

However, the LTMS online portal only covers selected offices and still requires applicants to personally appear at the LTO branch or satellite offices for biometrics capture.

With this, the RDC-7 is proposing for full automation of the process at all LTO offices that no longer requires personal appearance of the applicant.

The RDC said the renewals - from the filing of application, submission of requirements, paying of license fees, and processing, to the releasing of driver's license (through courier service) - can be accomplished online since information and biometric data have already been captured and stored in the LTO database during their first application.

The RDC also requested the LTO to set parameters which define the applicant's eligibility for the online renewal, particularly those that are not considered as delinquent so as to avoid exploitation of misuse of the service.

The RDC noted that this proposal will allow fast-tracking of the digitalization of frontline services and contactless transactions with the various line agencies and ensure cohesion of information communication technology systems for the government as part of adapting to the new normal.

The RDC also said the automation of processes is part of the government's strategic framework through the full implementation of Republic Act 11032, or the Ease of Doing Business and Efficient Government Service Delivery Act.

This proposal also allows people's increased access to government's services through reconfigured government systems pursuant to Republic Act 11055, or the Philippine Identification System (PhilSys) Act. (IDC/PIA7)
