Over 35,000 4Ps beneficiaries become ‘self-sufficient’ in Negros Oriental

DUMAGUETE CITY, Negros Oriental (PIA) – The Department of Social Welfare and Development (DSWD) here reported that over 35,000 household beneficiaries of the Pantawid Pamilyang Pilipino Program (4Ps) have achieved self-sufficiency level and are expected to graduate from the program this year.

DSWD Pantawid Pamilya provincial link Reggie Locsin said that as of last year, several household-beneficiaries have reported an improvement on their level of well-being.

The self-sufficiency level is based on the latest Social Welfare Development Indicator (SWDI), which determines and monitors the progress of the well-being of the 4Ps households.

“In fact, Negros Oriental got the highest number of level 3 last year in Region 7. So we have 35,831 households in 2024 in the level 3 who will be graduating this year,” Locsin said.

The SWDI facilitates case management for a sustainable transition out of poverty.

Merly Ferrer, 49, of Barangay Talay, Dumaguete City, has two children in college, while one is now working under the Government Internship Program of DOLE. Her family is expected to exit the program this year.

Ferrer shared her experience attending the Family Development Sessions (FDS) under the 4Ps.

Locsin said that along with the psychosocial and educational components provided through the FDS, she learned more about the rights of children, gender and development, and disaster management.

She said all that she learned are useful in improving her family’s well-being.

“Dako kaayo akong pasalamat niining 4Ps kay bisag lisod ang kinabuhi kaniadtu kay unom baya akong anak, nakatabang jud kaayo namo labi na sa among panglawas, pagpa eskwela sa mga anak, may rice subsidy pang gihatag,” said Ferrer.

(I am very grateful for 4P. My life was so difficult before because I have six children. It really helped us a lot especially how to take good care of our health, my children’s studies, as well as provision for rice subsidy.)

To be considered a self-sufficient household, the beneficiaries should have enough income by the time they graduate from the program, can cope with their daily needs, and have achieved the first two SWDI levels, survival (Level 1) and subsistence (Level 2), respectively.

Locsin noted that some member-beneficiaries are already working as barangay officials and barangay workers, overseas Filipino workers, teachers, police officers, seafarers, and BPO workers, while some are in the service sector.

Others are engaged in livelihood activities such as raising livestock, vending food, providing personal care services, farming, and fishing.

The 4Ps, launched in 2008 and institutionalized in 2019 through Republic Act No. 11310 or the 4Ps Act, provides subsidies to identified poor households.

Under the program, beneficiaries’ children receive education grants to finish elementary and senior high school, health grants, and rice subsidies. (JCT/PIA7 Negros Oriental)

Bohol eyes sundown clinics to arrest spike in HIV cases

  TAGBILARAN CITY, Bohol (PIA) -- The Bohol Provincial Health Office has raised the need to establish  sundown clinics in the province to arrest the increase in Human-Immunodeficiency Virus (HIV) cases. Assistant Provincial Health Officer Dr. Cesar Tomas Lopez disclosed that there was an alarming spike of 193 HIV cases in the province in November 2023.
