CEBU CITY, Cebu, Dec.1 (PIA) -– The Department of Labor and Employment (DOLE) Region 7 urged the private sector to help in the government’s job immersion program for students.
During DOLE7’s recent Stakeholder’s Dialogue and Engagement, the department invited partner government agencies and private establishments to engage with them to improve and enhance DOLE’s services.
DOLE-7 Regional Director Lilia Estillore said that the Special Program for Employment of Students (SPES) pledgers are commonly the local government units, national government agencies, and private establishments.
“We would want to expand it to the private sector. We only have a few acceptors in the private sector,” Estillore said.
Struggling still with tenure concerns in the private sector, DOLE opened up the discussion on how to make the program more acceptable.
“That’s why we have the consultation, the dialogue on how this could be attractive to private sectors,” the regional director said.
SPES engagement is a temporary employment that Estillore hopes will gain wider acceptance in the private sector.
Estillore said that taking steps towards long-term goal or a permanent employment will be considered as the SPES beneficiaries or employees will seek for a permanent job.
“They would eventually end up with the private sector where they will be employed kay dili ra man temporary lang, didto man gyud sila maemploy (because it is not just temporary, they will be permanently employed there),"Estillore said.
SPES is a shared responsibility of the DOLE and of the employer or pledger, with DOLE covering 60% of the salary and the employer, 40%.
According to the R.A. 10917, pledgers may employ poor but deserving students, out-of-school youth (OSY) or, dependents of displaced or would-be displaced workers due to business closures, or work stoppages of natural calamities, intending to enroll in any secondary, tertiary or technical-vocational institutions.
Qualified individuals or applicants shall be between the ages of 15 up to 30 only.
DOLE’s support for employers
In a press conference held at the sidelines of the dialogue, Estillore said DOLE’s Adjustment Measure Program is now also extended to the companies' management and not only for workers.
The program aims to capacitate the personnel, including the management, with trainings that will equip them with the necessary skills and knowledge to handle and sustain the business.
"Sustaining the business means an employment security which would also result in the improvement of the employment rate," Estillore said. (JAT/PIA7)
